State Board of Education for Public School System
Education is one of the most important things in our life. It provides us necessary knowledge and skills that we need in order for us to practice our chosen field of work. Starting from the basic preparatory education for toddlers up to the post-graduate studies for adults and working persons, education is a continuing process.
Do you wonder how education state administrators handling such enormous task of reviewing the general curriculum of the courses and programs that these institutions are offering to the public? It is time for us to unveil the persons, or should we say group of persons responsible for that aforementioned task—the State Board of Education.
What is State Board of Education?
To start with, let us define what state board of education is. It is the governing and policy-making body of the Department of Education of a certain state. It is just like private corporations and entities that have their own governing bodies that are in charge of their operation. This state board of education (SBE) is formulating educational policies in the following concerned areas:
• Education standards, which includes the standards of different education programs that must be offered, its curriculum structure and credited units
• Instructional materials, which includes textbooks and learning manuals
• Assessment of the performance of these programs, and
• Accountability of the administrators and their policies
SBE comprises of seven members, the state’s Superintendent of Public Instruction as the chairperson, and the six remaining members are appointed by the state Governor according to the advice of the US Senate.
There are qualifications for the members of the board, though a candidate is eligible for the position if he/she has been given a high school diploma or certificate of high school equivalency, and must complete the workshop requirements of a new school board member.
Powers and Duties of SBE
The main jurisdiction of the state board of education is the state’s Department of Education and the public school system of the state. The following are the powers and duties of SBE:
1. Determine the duties of the chairperson of the board, which is the state,’s Superintendent of Public Instruction which includes responsibility to render advice or make recommendations to the board with regards to the matters on policies and administration of the state’s Department of Education and public school system
2. Adopt policies and rules for the operation of the aforementioned parties
3. Organize the different functions of the board, its attached supervisory agencies, as well as the administrative functions and divisions of the state’s Department of Education
4. Submit to the state Governor annual budget to perform the aforementioned duties, and finance education-regulating programs and other related policies
5. Provide the necessary requirements for the construction of curriculum, courses of study, and other related instructional aids for adequate instructions of students
6. Have the authority in matters related to the certifications of persons that will handle instructional and supervisory positions in the public schools and state universities and reviewing their accomplishments for a certain period
7. Assess all the programs offered by these institutions and analyze which programs should be revised or inject some new subjects based on the recommendation of the evaluating team, and;
8. Promulgate rules on the regulation of accrediting all public kindergarten, elementary, and secondary schools and other educational service provider, including the private schools, though its jurisdiction on the latter is only on the regulation and the assessment of the curriculum and recommending their evaluation to the private schools administrators and/or existing private schools association.
It is important that we know the functions of the state board of education. This is because we deserve to be informed of the necessary knowledge and instructions for our basic elementary and secondary education.
